[PYTHON] Set up Polyglot on Windows

polyglot is a pipeline of natural language processing that extracts named entities. https://pypi.python.org/pypi/polyglot

I tried to install according to the procedure of polyglot site, but I got a UnicodeDecdeError, so I recorded how to deal with it.

procedure

Download the compressed file (polyglot-master.zip) from https://github.com/aboSamoor/polyglot
Unzip the downloaded compressed file (polyglot-master.zip)
Run python setup.py install in the unzipped folder
