If the ctrl + shortcut does not work in Eclipse, disabling welcome may help

Shortcut keys for `Ctrl +` no longer work in Eclipse 4.9. So, as described in the link below, I disabled welocom (uncheck the checkbox at the bottom right) and it was cured.
