Hearing before hearing?

Yesterday I learned about the development process and am trying to make a requirement definition document, but hearing is the first stage process Is. What kind of purpose and what kind of people are targeted for customers? To put it simply, I hear 5W2H (who, what, which, where, why, how, how much) because the explanation gets confusing.
