Tomcat says "There may be a server restart"

Are you reading old files without restarting the server? Changes in the Servlet and JSP files are not reflected. Even if you change only one character in the displayed character string, you will need to restart. It may not be reflected unless it is restarted twice. Also, after rebooting several times, I get the error "Port is already in use". Even if I change the port number at that time, the same error occurs with the changed port number.

I'm attending a programming school, but others are seeing the changes without a reboot. I asked the school leader and I couldn't find the cause. I tried removing the metadata and re-inserting eclipse from the zip file into a new one, but it didn't improve.

I would like to know if there is a way to reflect the changes without restarting or with one restart.
