[PYTHON] Open Jupyter Lab (or Jupyter Notebook) by specifying a directory

Specify a directory in PowerShell and open it as follows. (Jupyter Lab doesn't seem to start unless the Anaconda path is passed)

> jupyter-lab.exe --notebook-dir "C:\users\yama\desktop\new folder"
