rails _rails version_new app name-d to use db(mysql etc.)

Change data storage format

config.database.yml


encoding: utf8mb4
encoding: utf8 #<=Change

Creating a database

rails db:create

Start the server

rails s

Access localhost 「Yay! You're on Rails!」
